Carnotaurus

Carnotaurus sastrei

Carnotaurus is distinguished by its two prominent horns above the eyes and its absurdly tiny arms, even smaller relative to body size than those of T. rex. Its skull was short and deep, and skin impressions show it was covered in rows of large bumpy scales.
